How can I publish extension from country that doesn't accept Payments?

I wanted to build a chrome extension, but seems like I can't pay the publishing fee from Albania. I can use a friend's/family member's account who lives in Germany/EU/USA to setup the payment for me, but it seems to require other documents too. Users can make payments outside the extension.

Is there any way how I can publish extension? maybe open company in Dubai/Singapore?
