I have really enjoyed using the Chrome Recovery Utility on my ChromeOS device however, I have found that it cannot load custom images from a URL. I was wondering if it would be permissible for me to download and extract the CRX file to allow the images to be loaded from my own repository so that the user could image the USB drive with, for example, a Linux operating system. I want to reach out first before doing this, as I want to respect Google's intellectual property and make sure that what I am doing is permissible.

setting aside your initial question, what you want to do is not possible.  the extension relies on a private API "imageWriterPrivate", and only specific extension IDs are allowed to use it.  any extension you upload to the CWS won't match.

It might be best to download your image and use the 'Use local image' option in the gear menu, see below:

I am not asking to upload it to the web store. I am mainly saying for personal use and for the use of a few technical friends.

I have a working prototype but do not want to share it because I want to make sure that it is permissible first.

you won't get explicit lawyer approvals, but realistically, no one will care what you do with the code on your system.

this project really should be open source, but it's using internal Google build+test systems that don't exist externally.

you aren't going to get legal advice on this list from Google
