Special BazelCon SIG rules authors meeting

The SIG is about to be official

and we'll get some sort of announcement during BazelCon. So we discussed in the meeting today that we'll host a "breakout session" this Friday. Please attend if it works for your schedule. I hope we'll get some rules users attending and helping us set direction.
