Chromedriver: Connection refused

I'm running test batteries using Selenium (C #) and ChromeDriver version 134.0.6998.88 and this error is recurring in quite a few tests: OpenQA.Selenium.WebDriverException: java.net.ConnectException: Connection refused: connect. Tests pass after multiple retry's.
