No fill error for All ad requests

Hello Team,

I have started to build an currency calculator using flutter and i just wanted to implement google mobile ads using Admob. I have properly followed all the instructions given by the documentation of admob and finally i have created 2 ads, first one is banner ad and second one is interstial ad, and i am using the test ad units given by the Demo units of Google Mobile Ads

Here are the units
Banner ID:ca-app-pub-3940256099942544/9214589741

Interstial ID: ca-app-pub-3940256099942544/1033173712

i have created a new app in my Admob console then i have properly implemented everything correctly

once i tried to call the ads, it gives me the load error with code 3 and message no fill for all the requests

even I tried to use test ad units it will gives the same thing Logs:

BannerAd failed to load LoadAdError(code: 3, domain: com.google.android.gms.ads, message: No fill., responseInfo: ResponseInfo(responseId: null, mediationAdapterClassName: , adapterResponses: [], loadedAdapterResponseInfo: null), responseExtras: {})

Interstial ad load failed :LoadAdError(code: 3, domain: com.google.android.gms.ads, message: No fill., responseInfo: ResponseInfo(responseId: null, mediationAdapterClassName: , adapterResponses: [], loadedAdapterResponseInfo: null), responseExtras: {})

Please Kindly respond my issue as soon as possible

Please note that Error code 3 means the ad request was successful, but no ad was returned due to lack of ad inventory. Upon further investigation, this seems to be a serving issue rather than something specific to the Mobile Ads SDK. However, I have run the Google Sample Application with the mentioned ad units and ads are loading successfully. Could you please confirm if you are still encountering this problem when using the Google Sample Application? if yes then share with us your sample project where the issue is reproducible. Additionally, please ensure that you are using the most recent version of the SDK.
